This is an update to the WM user guide ahead of the AQM release. Only changes needed were in regards to the AQM input files that have changed names in the file aqm.rc

Additionally, this PR fixes a ReadTheDocs build failure.

@XiaSun-Atmos Could you sync with develop and run the full RT suite (preferably on Ursa, but Hercules or another system would work)? Once the RTs finish, you'll need to push the log file and the test_changes.list file.

UPDATE: I see the Ursa log file there, and there are no changes for test_changes.list, so we just need you to sync w/develop and add a commit message for each of the components in the PR template.

@gspetro-NOAA I should mention that I re-tested the failures that showed up in the log that was uploaded on Ursa and all of them completed successfully without any result changes.
