Render approved amount in FSA list view + request hub if set, else requested amount

• Updated the table of FSA requests, which appears on the FSA list view and the request hub, to show an "Amount (TB)" column, not a "Requested Amount (TB)" column.
  • The value for each request is the approved amount, if set, else the requested amount.
• Added a test.
