In the table view here: https://typedb.com/docs/manual/install/CE there's a version number we still have to bump... can we make it just say 'latest' there?

Goal
Updates latest download links for server,console & studio to use the special 'latest' download link that cloudsmith provides.
Implementation
Also, bumps the latest versions to the latest stable versions (3.1.1 for core & console, 3.0.5 for studio)
