This commit adds information on the tnc keys listed on the User API Key screen, added after registering the system in the TNC service. This branch remains private until we are ready to publicize the TNC content.
This commit moves the content from the ManageLocalUsersSCALE.md article to the ManagingAPIKeys.md article and adds a screenshot. Keep this branch private until ready to release TNC content.
This commit moves the comment-out tags back in place to keep the content hidden until ready to publish.

This PR adds the information about the TNC API key, and updates the info on accessing API keys from the new User screen.
