Upgrade torch to 2.13, torchvision to 0.28.0

Description

• Bumps torch from 2.11.0 to 2.13.0 and torchvision from 0.26.0 to 0.28.0, aligning with the version pinned by vLLM v0.27.1
• Updates the torch and torchvision override pins in pyproject.toml and regenerates uv.lock
• No source code changes required

Test Plan

• CPU + compat suites pass locally
• Hardware tests pending bot:test (run after PR opens)
