Split from #94 to remove local-only packaging workflow changes from the feature PR.

Included

• local packaging notes in docs/local-development.md
• package.json refresh/pack helper updates

• npm run build ✅
• No behavior-specific test coverage was added or run; this PR only changes local development workflow/docs.

• This is unrelated to the maintainer-requested feature slices and is kept separate on purpose.
