System foreman-proxy group

Let people manage whether foreman-proxy group should be a system group or not.
In my case i am getting a dependency cycle error starting from module version 22.0.0:

The Group[foreman-proxy] => User[puppet] relation looks odd to me. Any idea why that's there?

@ekohl unfortunately i have no idea. Tried to find but with no luck.
