Adding ansible script for checking monitoring instance with enabled platform metrics

Description

• Added new ansible script to check if an existing cloud monitoring instance exists with platform metrics enabled.

Issue

1. Triggering Pre Validation task in project

2. Creation of new playbook in schematics/ansible

3. Skipping validation when enabled_platform_metrics is set to false

4. Pre validation passing when enabled_platform_metrics is set to true and no existing instance is found

5. Pre validation failing when enabled_platform_metrics is set to true and existing instance is found with platform metrics enabled
