ci: trigger workflow on ci.yml and pre-commit config changes - #6

Add .github/workflows/ci.yml and .pre-commit-config.yaml to the paths triggers so the CI pipeline runs when these files are modified. Also fix hadolint file pattern to match the actual Containerfile location at build/Containerfile.
