What is this fixing or adding?
Ports the option from LagoLunatic/wwrando#392 to this archipelago build.
Depends on #3 but I can rebase without it if preferred, or onto a different branch
How was this tested?
Generated a seed with these changes, randomized the ISO with tanjo3/wwrando#9, and verified that the option causes the boulder changes to be properly un/applied in the final seed (boulder present, water rise sped up)
