Closed without merge. The bounded legacy enqueue handoff is superseded by the permanent signed queue and governed secret-name controls already delivered on protected
main. Retaining this one-use recovery workflow would preserve obsolete mutation authority and violate the zero-bandaid single-controller rule.No branch rule, required check, signature requirement, or attestation threshold was weakened. The exact historical evidence remains in the pull-request timeline.
