This PR goes along with SUNDIALS PR #818, that created an optional routine to allocate ARKODE stage-related data prior to the first
ARKodeEvolvecall. This PR also fixed some of the ARKODE's internal stage-related data allocations to usearkAllocVecArrayinstead ofarkAllocVecin a loop, causing minor updates in output files that print the internal integer storage size. This PR also introduced unit tests to test the new preallocation functionality, so the corresponding output files have been added here.
