Problem Statement

Enable agent to dispatch tools/agents-as-tools asynchronously and concurrently in the background without blocking the main event loop

This is a large change that touches a bit of preexisting logic, thereby necessitating an incremental review-and-merge process.

    Additional context on #2740, currently, memory utilizes async to implement "fire-and-forget". As with this proposal, it may be worth following a pattern similar to otel where a separate process runs to handle the async requests.
