Clicking on All Tools... Edit a PDF... is not the same as clicking on edit #5383

Clicking on "All tools... Edit a PDF" is not the same as clicking on "Edit"; the option to edit text and images does not appear in the toolbar, and the toolbar itself has a different title.

When you click "edit," the option appears correctly.

It should also appear when we click "Edit a PDF."
Otherwise, it lacks consistency.
