Add Hypershift support for MCOA

This PR works with its MCOA counterpart: stolostron/multicluster-observability-addon#122

• Add necessary permissions for the addon manager (HostedClusters and ServiceMonitors)
• Define ScrapeConfigs and Rules to be deployed as user workloads monitoring for hosted clusters workloads (etcd and apiserver)
• Add these new configs to the metrics CI checks.
• Reference these configuration in the CMAO when uwl monitoring is enabled.
