Document inability to rerun workflows via GitHub MCP tools

The GitHub MCP server tools do not expose workflow rerun endpoints. While workflow runs can be queried and analyzed, triggering reruns requires direct GitHub UI access or authenticated API calls outside the MCP toolset.

Investigation Results

• PR feat: Additional instructions following debugging shyamsridhar123/ClaudeCode-Copilot-Proxy#2 workflow run 20804667121 has status action_required (not failed)
• Zero jobs executed - indicates fork workflow awaiting approval
• GitHub API rerun endpoint exists but not exposed in MCP tools

• Click "Re-run jobs" or "Approve and run" for fork workflows
• Requires write access to target repository
