Updated map and smoothed regions

This release is a tag to update the map, but also to provide a download for the smoothed megaregion cartographic shapefile.

Spatial Comparison Draft Maps

These are draft maps for the spatial comparisons. A known issue is that the negative values need to be zeroed out prior to averaging in order to get more accurate values. This will be done for the final report.
