MC: Fixed bug in the computation of the local basis for the cone algorithm. A -z configuration would lead to a zero matrix as basis.

Method_MC: Changed Block_Decomposition so that it enforces an even number of blocks (or exactly one) in each direction. Important for periodic boundary conditions.
