The Dockerfile bump to uv 0.13.1 fails the required test check on its own, which is tests/test_uv_pin_consistency.py doing its job: the repo pins uv in two places and nothing keeps them equal, so Dependabot moves the Dockerfile stage while the workflow input stays put. That guard was added one release ago, after exactly this drift landed unnoticed. Brings ci.yml's setup-uv version to 0.13.1 so both pins move in the same merge. 0.13 is a pre-1.0 minor, so it was checked rather than assumed. In a 0.13.1 container against this branch, uv lock --check resolves 96 packages and exits 0, so the lockfile needs no regeneration, and uv export --locked is unchanged for both extras. The pin guard passes with both sides at 0.13.1 and still fails when only one moves.

uv 0.13.1 verified against the lock in a 0.13.1 container; CI pin moved in the same merge so the consistency guard stays green.
