Summary

  • add an executable industrial humanoid shipyard safety fixture for welding, hot work, confined-space entry, material handling, inspection, simulation receipt drift, bystander escalation, and e-stop rollback
  • add conformance tests covering policy templates, deterministic hazard decisions, ABS-style evidence exports, FMEA scenario links, and support-only safety-case boundaries
  • add operator docs, sprint roadmap, Persona AI outreach brief, VitePress navigation, README links, and SEO/GEO/AEO message-map phrases

Why

Persona-style industrial humanoids create a strong SINT product lane: high-consequence robot actions need permit checks, supervisor approval, physical-context evidence, simulation-to-execution binding, and tamper-evident records before welds, lifts, or confined-space actions happen. This PR makes that lane executable without depending on private vendor internals.
