This is my attempt at implementing this function. This still needs some testing.
I could only find a way to delete topics in the admin API, the reference that is in the original issue (rd_kafka_event_DeleteTopics_result) is only the event that is the result of calling this function (rd_kafka_DeleteTopics)
ps: the makefile cpplint is broken for me
