Description

Added an optional setting to set notifications to messages from the user being replied by another user (disabled by default). This way the user can choose whether to get notified or not for replies the same way a mention would.

This was inspired by me missing some messages because the group chat is muted and they don't ping me all the time. This way I don't have to check the chat as often to check if they replied or not.

I tested the functionality by enabling and disabling the setting and watching whether the notifications for a reply show up when I receive a reply.

Tested with EndeavourOS

@ayumi-signal @scottnonnenberg-signal Hi. Is there something I should change to get this merged? I'd really like to have this feature.
