Converts a few selected pages to markdown, and adds requirements and configuration needed
for the conversion.

This work started at the Scientific Python dev summit in June 2024.

Changes look good to me, but difficult to say for sure without letting the checks run, and I cannot enable those.

I'll fix the LaTeX failures in the next commit.

Sorry for the rebase but I was getting NumPy 2.0 failures and decided to get the latest changes.
