Changing the license file from the "modified" BSD license to Apache 2.0 license.

There is a motion to relicense much of Scala under the Apache License.

According to https://www.apache.org/licenses/LICENSE-2.0.html#apply, you have to add a notice to "the work" which is Apache licensed. I suppose that means all source files.
