If the checked repo has .sato/policy.json, each changed dependency's Sato Check reading is evaluated against it and the job fails only on a rule the team switched on (key_egress_observed, undeclared_key_read, unlimited_fund_action, install_script_added, new_host; allow_hosts / allow_subjects exemptions). Every match is listed in the summary, the sticky PR comment and an ::error:: line, naming the rule and the evidence — never a judgment of the dependency. `unknown` never matches.
