Вначале отправка состояния мира обеим стратегиям, затем получение сообщений от обоих клиентов.
В результате пока идёт отправка состояния второму клиенту первый может считать свою стратегию, и наоборот, пока первый клиент возвращает команды, второй продолжает параллельно считать свою стратегию.
