From my understanding it's intended to be a safe guard. In your application add this which will inform the buildpack that your app has started properly. with open('/tmp/app-initialized', 'a'):
os.utime('/tmp/app-initialized', None) |

Currently when app is deployed with this buildpack, it logs every 1 second.
