Because stdarch has a really large number of unsafe functions with single-line calls, `unsafe_op_in_unsafe_fn` would end up adding a lot of noise, so for now we will allow it to migrate to 2024.
For the documentation side, we probably want to show the Rust 2024 style.
This will ignore certain commits in `git blame`

This updates all stdarch crates in preparation for updating the standard library to 2024.
Note that this sprinkles
allow(unsafe_op_in_unsafe_fn)since stdarch has a really large number of unsafe functions withsingle-line calls,
unsafe_op_in_unsafe_fnwould end up adding a lot of noise, so for now we will allow it to migrate to 2024. I think we can revisit that later if people really want it.
