fix(azure): retry no-mistakes execute under one assignment

Summary

• retry transient lifecycle execute failures inside the existing Azure assignment
• keep the original wall plus 1800 second total bound across all retries
• fail closed and nonretryable if that exact-identity window is exhausted
• cover the live duplicate-job regression with exactly one request and three same-identity execute attempts
