fix(azure): recover no-mistakes worker completion

Summary

• align the Azure guest runtime member bound with the reviewed no-mistakes bundle builder
• recover exact failed Run Command executions without treating them as review results
• expose replay-safe no-mistakes service completion through the supported lifecycle wrapper
