feat(crosscheck): use bounded review tools

• replace the regular Pi review monolith with eight bounded sequential review tools
• replay every accepted tool event before admitting findings, evidence, or lifecycle updates
• keep one substantive review with one bounded low-effort finalization repair
• cache reads, cap searches, and page large exclusion manifests

Validation

• full core Crosscheck suite passed
• full Azure Crosscheck suite passed
• ledger compatibility and syntax checks passed
• adversarial review found no remaining P0-P2 issues
• six real local Fireworks GLM reviews all returned CLEAR in 17.804 to 33.013 seconds
• six-run declared cost: $0.08740364
