fix(runner): wait for shared Azure capacity

Summary

• wait and retry only transient shared Azure capacity pressure with one durable reservation identity
• release queued or admitted capacity on timeout, malformed allocator output, or any pre-compute refusal
• inherit the Crosscheck queue deadline for disposable tool and verifier runners
• keep budget, telemetry, identity, and other non-capacity refusals immediate
