Intent
Add executable coverage for deterministic Claude-provider Azure validation runtime bundles. This is the source branch for the fresh protected R4 acceptance run after the primary Codex subscription reached its usage limit.
Production behavior is unchanged. The new contract proves the Claude manifest and provider path, excludes Codex-only artifacts, and requires byte-identical rebuilds.
