Add pixi workflow and dependency file

Implements a build-workflow for Windows, see ros-controls/ros2_control_ci#374

Needs

• Fix windows build pal-robotics/pal_statistics#18
• Export symbols for windows pal-robotics/backward_ros#27
• caching, see Use caching of setup-pixi and don't build tests ros2_control_ci#381
