What's changed and what's your intention?
For append-only write scenarios, a large number of trivial-moves tasks can reduce the efficiency of meta processing and exhaust resources.
This pr proposes an optimisation for the append-only scenario that allows trailing ssts to perform trivial-moves across multiple levels
after #20284
related to #19530
