Implements the authoritative rc.6 multi-project dry-run binding and persistent-effect probes for BUG-260731-3a5q1p. Local evidence: CI_REQUIRE_FULL_ROOT=1 rc.6 test gate and platform-case gate pass; focused internal/install, race, lint, gofmt, and vet pass. Requires independent Opus review before landing. No release or tag.
