fix(ci): pin chart-testing-action to main for ct v3.15.0 compat

chart-testing-action v2.8.0 fails with "error during PEM decoding"
when installing ct v3.15.0 due to a URL pattern mismatch in
signature verification. The fix is on the action's main branch but
no new tag has been released yet.

Closing: chart-testing v3.15.0 switched from separate .pem/.sig files to .sigstore.json bundles for release signing. The helm/chart-testing-action (both v2.8.0 and current main) still uses cosign verify-blob --certificate ... --signature ..., which expects the old format, so installation fails with "error during PEM decoding."

This needs an upstream fix in helm/chart-testing-action to support cosign verify-blob --bundle. Renovate will re-raise this once that's resolved.
