Update postgres dev version #5490

Based on this issue the version of kubearchive database in the dev environment is upgraded from 16.2 to 16.6

Also, after trying the YAML out, I've seen that the POSTGRESQL_REPLICATION_USE_PASSFILE env var is expected to be a string and not a bool, so I've added quotes around to make it work.
