This is mostly for the OSS pledge to upload ads in bulk

I'm also fine with this not getting merged in and being an ad hoc script that we just run. We need files on disk, so this isn't something that we'll run automatically like the other importer. |

It looks like the plan is to run this automatically rather than allow them to manage in bulk. We do have bulk management features already.
