react/react-native#58349

Description

0.87 and 0.88 enable enableSwiftUIBasedFilters in the canary release level (react/react-native#56721). With this flag, UIHostingController adds safe-area insets to the content of a view that has a filter style. Because of this, the filtered content moves by the inset when the view is near a safe area edge. After view recycling, the content can also collapse to zero height and disappear (react/react-native#57642, reported on 0.87.0).

The fix sets safeAreaRegions = [] on the hosting controller. It also limits SwiftUI-based filters to iOS/tvOS 16.4 and later, where that API exists. The fix only changes iOS code and only affects apps that use the canary flag. It applies cleanly to 0.88-stable.
