docs: update link to React Query

updating the link to react-query to point to the latest docs. https://react-query.tanstack.com/ is a legacy link that re-directs to our v3 docs, while https://tanstack.com/query/latest/ is the entrypoint for the latest docs on TanStack Query (currently v5)
