Closes #9

  • ipv6_prefer_public puts public addresses first and ULAs (fc00::/7) last.
  • ipv6_token_addr (the Node's address, used in the final message and in prune_stale_ipv6) and the message's fallback go through it.
  • New cases in scripts/test-bootstrap-node.sh: a ULA listed before the public address returns the public one; only a ULA returns the ULA; fc/fd ordering.

Found while onboarding a new Node: its interface had both a ULA and a public address with the ::5eed:5 suffix, and the ULA came first.

…t the ULA (#9)

Linux marks ULAs (fc00::/7) as scope global and the script took the first
address with the Node's suffix, so the final message could name an fd… address
that takes no connection from the outside. Public addresses now come first; a
ULA is only used when there is nothing else.
