Stage C closed a narrow local cache and road-maturity slice, but the original Gate 3 through Gate 5 roadmap remains open. Record the current completion boundary, the dependency-safe R1 execution lanes, and single-owner live-gate rules before parallel work resumes. Constraint: P4.4 remains blocked until formal A_ADMITTED_SHA; shared long gates remain supervisor-owned. Rejected: Treat Stage C as completion of the original Phase C | tracked dist, live ChangeSet, full stage cache, vertical modules, and admissions remain unfinished.
