Stage C boundaries: CAS 仅限仓库本机 `.runtime` / caller-provided local roots，不发布或恢复共享/远端 cache，不修改浏览器 IndexedDB startup cache；maturity projection 不登记 migration ledger。tracked `dist` 继续保留，legacy catalog projection 继续保留；不做额外性能模拟、浏览器、Nightly、Release、部署或任何未经授权的 retirement。

Stage C residual: 缓存根、objects/manifests 与 prefix 的预置 symlink/reparse 已拒绝，但同权限恶意进程若在 `lstat` 与 path-based I/O 之间并发替换路径组件，仍超出当前“可信本地单写者”威胁模型；未来若扩大为共享或不可信缓存，必须先改为 handle-relative no-follow I/O。
