Add DidNotify characteristic event with notification handle ring buffer

This allows precise timing of when a notification was sent, allowing estimates of how long it took for a particular value to notify.

This is a fundamental requirement to support round-trip time estimates as single connection interval write-and-notify is not guaranteed.
