Goal: Makes Dr. CI work across both pytorch and meta-pytorch orgs

Fixes:

  • Update workflow to include org parameter for each repository
  • Dr.CI API replaces hardcoded OWNER references with inputted org (pytorch/meta-pytorch only)

- Update workflow matrix to include org parameter for each repository
- Modify Dr.CI API to accept and validate org parameter (pytorch/meta-pytorch only)
- Replace hardcoded OWNER references with dynamic org parameter
- Maintain backward compatibility with default org fallback
- Update all GitHub API calls, ClickHouse queries, and S3 operations to use explicit org

This enables Dr.CI to work with repositories in both pytorch and meta-pytorch GitHub organizations.
