This PR updates
get_environment()a bit so it's more apparent when there's a problem with the configuration. Before this you could accidentally provide a non-dictionary forjobtype_default_environmentand you'd never know unless you looked at the agent logs.NOTE: This is a potentially breaking change. If someone's configuration define's jobtype_default_environment as a non-dictionary this was silently ignored before.
