Could insert a threading.Lock fix it? Or perhaps making this whole file a single pyrest load group so they're run sequentially in the same process

possibly — but I don't have a Windows machine to test it (and to be totally transparent, am not personally invested in windows tests....)

these haven't failed for a while, so I'll leave open — if they fail then someone should feel free to merge...
