docs: integrate deterministic AI-Human orchestration framework

This PR implements the deterministic metrology layer required by DRP-SCOS-PERSONA-METROLOGY-2026-v6.1 to eradicate natural language ambiguity for AI agents operating within the repository.

• Creates AGENTS.md: Embeds the Strategic Integration Project Manager persona using explicit Feature Control Frame (FCF) YAML.
• Creates DOMAIN_GLOSSARY.md: Defines bounded context vocabulary to mitigate Xenolinguistic risk.
• Creates CONSTRAINTS.md: Documents the Epistemic Matrix and hard architectural limits.
• Creates Architecture Decision Records (ADR 002 & 11): Captures historical context and risk management mechanisms.
• Creates validate_pdt_specification.py: Automates Metrological Conformance validation for AGENTS.md.
• Updates README.md & ARCHITECTURE.md: Appends references to the new deterministic framework and Metrological Conformance mechanisms.
