Fixes #144

Problem

Several mutating scale commands lacked --dry-run options:

sh1pt scale down was a stub with no implementation
sh1pt deploy destroy had no --dry-run option
Dry-run messaging was inconsistent across commands

Changes

scale down — Fully implemented with --dry-run

Calculates which instances would be destroyed (cheapest/least-healthy first)
Shows detailed plan with cost impact
With --dry-run: prints the plan without modifying state

deploy destroy — Added --dry-run

Shows what would be destroyed without actually destroying it

Code quality fixes

Removed duplicate declarations in scale.ts
Consistent dry-run messaging across all commands

Testing — 12 new unit tests

- Fully implement 'scale down' command with --dry-run option that
  shows the destruction plan without modifying fleet state
- Improve dry-run messaging consistency across all commands
  (🔒 Dry-run — no changes made.)
- Add --dry-run to 'deploy destroy' subcommand
- Remove duplicate type/interface declarations in scale.ts
  (FleetEntry, FleetState, loadFleet, saveFleet, getNextId, CREDS_FILE
  were each declared twice)
- Add sortInstancesForScaleDown helper (failed > stopped > running,
  then cheapest first) for deterministic scale-down victim selection
- Export helpers for testing: loadFleet, saveFleet, loadRollouts,
  saveRollouts, sortInstancesForScaleDown
- Add comprehensive test suite (12 tests) covering:
  - sortInstancesForScaleDown ordering logic
  - loadFleet/saveFleet round-trip persistence
  - loadRollouts/saveRollouts round-trip persistence
  - Graceful handling of corrupted/missing files
  - Preserving unrelated keys in credentials file
